Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on June 30, 2010, Entergy Louisiana, LLC (“ELL”) an electric public utility providing retail electric service to customers in forty-three (43) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, its Application for Certain Cost Recovery Related to the Waterford 3 Steam Generator Replacement Project (the “Application”) in connection with costs incurred by ELL associated with the replacement of the Steam Generators, Reactor Vessel Closure Head, and Control Element Drive Mechanisms at the Waterford Steam Electric Station, Unit 3 (“Waterford 3”) located near Killona, Louisiana, during the Spring of 2011 (the “Replacement Project”).
In an Order issued May 5, 2010, in Docket No. U-30670, the LPSC found that the decision by ELL to undertake the Replacement Project at the estimated construction cost of $511 million would serve the public convenience and necessity, is in the public interest, and therefore is prudent. The LPSC also determined that, upon completion of the Replacement Project in 2011, ELL shall file and the LPSC shall undertake a prudence review with regard to certain aspects of the Replacement Project. In Order No. U-20925 (FRP 2006), the LPSC addressed the rate-setting mechanism for the Replacement Project and provided that, beginning in the September 2011 billing cycle, ELL could implement, on a subject-to-refund basis, an interim rate increase for the incremental revenue requirement associated with the Replacement Project. That interim recovery is subject to the prudence review set forth in the LPSC’s May 5, 2010 Order in Docket No. U-30670 and a review of the revenue requirement calculations.
In accordance with the Orders discussed above, ELL’s Application seeks an order from the LPSC certifying for inclusion in rates beginning in September 2011 the estimated first-year revenue requirement for the incremental costs associated with the Replacement Project. The estimated first-year revenue requirement is $74.1 million. In accordance with Order No. U-20925 (FRP 2006), ELL also requests in its Application that the LPSC approve the recovery of any amount deferred between the Replacement Project’s completion and commercial service date and the September 2011 rate change, such recovery to take place over a one-year period beginning contemporaneously with the time that the Replacement Project’s net incremental costs begin to be recovered from customers and lasting until such time as the deferred balance is reduced to zero.

To permit the applicant to drill, designate and utilize its Swain 8 No. 1 Well as unit well for the JUR RA SUM, at the location shown on the plat submitted with the application, in exception to the spacing provisions of Office of Conservation Order No. 955-G, effective January 23, 2008, or within a radius of 100 feet thereof, but in no event closer than 330 feet from the nearest unit line and 660 feet from the nearest Jurassic and/or Haynesville Zone well to account for any slight variation in the actual “as drilled” location.
2. To find that the proposed unit well at the location shown is necessary to efficiently and economically drain a portion of the reservoir covered by the unit which it is situated and that use of such well will not adversely affect offset owners.
3. To designate SWEPI LP as unit operator.
4. Except to the extent contrary herewith, to continue in full force and effect the provisions of Order No. 955-G, effective January 23, 2008, the units created thereby, and applicable Statewide Orders.
5. To consider such other matters as may be pertinent.
The Jurassic Zone, Reservoir A was defined in Order No. 955-G, effective January 23, 2008.
