PUBLIC NOTICE
This notice is being set to you Many Water System. PWS ID No. 1085016.
The Many Water System water supply is currently in violation of the State and Federal Primary Drinking Water Regulations. The violation occurred because treated water turbidity levels exceeded the limits prescribed by DHH’s Long Term 1 Enhanced Surface Water Treatment Rule. This types of violation is referred to as a treatment technique (TT) requirement violation. As our customers, you have a right to know what happened and what we are doing to correct this situation.
Water samples for the compliance period of May 1, 2010 to May 31, 2010 showed that water from the combined filter effluent was greater than 0.3 nephelometric turbidity units (NTUs) in 13.73% of the measurements collected for the month. The standard is that the turbidity level of the filtered water be equal to or less than 0.3 NTU in at least 95% of the measurements taken each month. In addition 2 samples exceed I NYU. The turbidity level of the filtered water is not to exceed I NTLT at any time.
The Louisiana Department of Health and Hospitals (DHH) sets drinking water standards and has determined that the presence of microbiological contaminants is a health concern at certain levels of exposure. If water is inadequately treated, microbiological contaminants in that water may cause disease. Disease symptoms may include diarrhea, cramps, nausea, and possibly jaundice, and any associated headaches and fatigue. These symptoms, however, are not just associated with disease-causing organisms in drinking water, but also may be caused by a number of factors other than your drinking water. DHH has set enforceable requirements for treating drinking water to reduce the risk of these adverse health effects. Treatment such as filtering and disinfecting the water removes or destroys microbiological contaminants. Drinking water which is treated to meet DHH requirements is associated with little to none of this risk and should be considered safe.
People with severely compromised immune systems, infants, and some elderly may be at increased risk. These people should seek advice about drinking water from their health care providers. General guidelines on ways to lessen the risk of infection by microbes are available from EPA’s Safe Drinking Water Hotline at 1-800-426-4791.
Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.
The occurrence of this violation happened the over the Memorial Day Weekend, when the water demand was increased and due to one filter being down for repair, the remaining filter was overloaded to keep up with the demand. Since this occurrence, the filter has been repaired and completion of the repair on the second filter should be completed by July 1, 2010. The operators have also made changes to the treatment technique and reporting system to prevent this violation in the future.

4. The following bids were opened and read aloud by Mayor Lopez:
a. A bid for the Zwolle Funded Street Reconstruction Project was received from Regional Construction, LLC in the amount of $249,644.00.
b. A bid for the LCDBG Street Improvement Project was received from Regional Construction, LLC in the amount of $407,888.76.
Motion made by Councilwoman Henderson, second by Councilman R. Remedies to take the bids under advisement.
5. Engineer, Mo Saleh, gave the following Engineer Report:
a. The Sewer System Improvements project was awarded to McInnis Brothers, Inc. in the amount of $569,385.00. The contractor has ordered the equipment for the project and the construction is underway. The pumps are installed, but still waiting for aerators.
b. The state has approved $395,000.00 for the Waterline and Water-well Project, which is funded by the State Capital Outlay. The drawings are in the process of being prepared and the town is trying to secure additional funding from LCDBG for this project.
c. Bids were received tonight for the LCDBG Street Improvement Project. The state awarded the $550,000 for this project; the bid received was below this amount. The town will now make a recommendation to the state to award their portion of project. The bid received for the Zwolle Funded Street Reconstruction was over the projected amount of $150,000; therefore, the engineer will look over the bid and make a recommendation at a later time.

b. Mr. Reverend Harry Babers asked the mayor and council for assistance with “The Son of the Rising” a community clean-up day on June 26, 2010 at 8:30 a.m. Reverend Babers requested that the town assist by donating barrels to aid in clean-up. Councilwoman Henderson thanked him for his efforts.

Public Hearing Notice
Community Development Block Grant Disaster Recovery Infrastructure
The Town of Zwolle is hereby notifying the citizens of Zwolle that a public hearing will be held on the 13th day of July, 2010, at 5:00 p.m. at Town Hall, 952 S. Main Street, Zwolle, Louisiana.
The purpose of the meeting is to solicit input form the citizens of Zwolle in the identification of recovery priorities and the development of a recovery program for Zwolle.
The Office of Community Development Disaster Recovery Unit and the Louisiana Recovery Authority has developed the Municipalities Infrastructure Program to make grant funds available to municipalities located within the 53 impacted parishes from Gustav and Ike.
The following items will be discussed at the public hearing:
1. The amount of funds available for proposed community development and housing activities under the Disaster Recovery Program;
2. The requirement of failure to function and national objectives for all possible activities;
3. The range of eligible activities that may be undertaken, including the estimated amount of funds proposed to be used for activities that will meet the failure of function and one of the three national objectives;
4. The plans of the Town for minimizing displacement of person as a result of activities assisted with such funds and the benefits to be provided to persons actually displaced as a result of such activities, and;
All citizens, particularly persons of low to moderate income and residents of blighted areas and areas impacted by the storms are encouraged to submit their views and proposals regarding community development and housing needs.

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include:
Microbial Contaminants – such as viruses and bacteria; which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.
Inorganic contaminants – such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming.
Pesticides and Herbicides – which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses.
Organic Chemical Contaminants – including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.
Radioactive Contaminants – which can be naturally occurring or be the result of oil and gas production and mining activities.
A Source Water Assessment Plan (SWAP) is now available from our office. This plan is an assessment of a delineated area around our listed sources through which contaminates, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply’s susceptibility to contamination by the identified potential sources. According to the Source Water Assessment Plan, our water system has a susceptibility rating of ‘MEDIUM’. If you would like to review the Source Water Assessment Plan, please feel free to contact our office at the number provided in the following paragraph.
If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. Belmont Waterworks, Inc. is responsible for providing high quality drinking water but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.
In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminates in water provided by Public Water Systems. Food and Drug Administration regulations establish limits for contaminates in bottle water which must provide the same protection for public health. We are pleased to report that our drinking water is safe and meets Federal and State requirements. We want our valued customers to be informed about their water utility. The Louisiana Department of Health and Hospitals - Office of Public Health routinely monitors for constituents in your drinking water according to Federal and State laws. The tables that follow show the results of our monitoring for the period of January 1st - December 31st, 2009. Drinking water, including bottled drinking water, may be reasonably expected to contain at least small amounts of some contaminants. The presence of contaminates does not necessarily indicate that water poses a health risk.
In the table below, you will find many terms and abbreviations you might not be familiar with. To help you better understand these terms we’ve provided the following definitions:
ND – (Non-Detects) - laboratory analysis indicates that the constituent is not present.
ppm – (Parts per million) or mg/L (Milligrams per liter) - one part per million correspond to one minute in two years or a single penny in $10,000.
ppb – (Parts per billion) or ug/L – (Micrograms per liter) - one part per billion corresponds to one minute in 2,000 years, or a single penny in $10,000,000.
ppt – (Parts per trillion) or ng/L – (Nanograms per liter) - one part per trillion corresponds to one minute in 2,000,000 years, or a single penny in $10,000,000,000.
ppq – (Parts per quadrillion) or pg/L – (Picograms per liter) - one part per quadrillion corresponds to one minute in 2,000,000,000 years, or a single penny in $10,000,000,000,000.
pCi/L – (picocuries per liter) - picocuries per liter is a measure of the radioactivity in water.
Mrem/yr – (Millirems per year) - measure of radiation absorbed by the body.
MFL – (Million Fibers per Liter) - million fibers per liter is a measure of the presence of asbestos fibers that are longer than 10 micrometers.
NTU – (Nephelometric Turbidity Unit) - nephelometric turbidity unit is a measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person.
V&E – (Variances & Exemptions) - State or EPA permission not to meet MCL or a treatment technique under certain conditions.
AL – (Action Level) - the concentration of a contaminant that, if exceeded, triggers treatment or other requirements which a water system must follow.
TT – (Treatment Technique) - a treatment technique is a required process intended to reduce the level of a contaminant in drinking water.
MCL – (Maximum Contaminant Level) - the “Maximum Allowed” (MCL) is the highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology.
MCLG – (Maximum Contaminant Level Goal) - the “Goal” (MCLG) is the level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety.
MRDL – (Maximum Residual Disinfectant Level) – the highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.
MRDLG – (Maximum Residual Disinfectant Level Goal) – the level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contamination.
