STATE OF LOUISIANA, OFFICE OF CONSERVATION, BATON ROUGE, LOUISIANA.
In accordance with the laws of the State of Louisiana, and with particular reference to the provisions of Title 30 of Louisiana Revised Statutes of 1950, a public hearing will be held in the Hearing Room, 1st Floor, LaSalle Building, 617 North 3rd Street, Baton Rouge, Louisiana, at 9:00 a.m. on TUESDAY, JULY 13, 2010, upon the application of PETROHAWK OPERATING COMPANY.
At such hearing the Commissioner of Conservation will consider evidence relative to the issuance of Orders pertaining to the following matters relating to the Haynesville Zone, Reservoir A, in the Converse Field, Sabine Parish, Louisiana.
1. To create one (1) additional drilling and production unit for the exploration for and
production of gas and condensate from the Haynesville Zone, Reservoir A, to be designated
HA RA SURR.
2. To force pool and integrate all of the separately owned tracts, mineral leases and other
property interests located within the proposed unit in accordance with Section 10, Title 30, of
the Louisiana Revised Statutes of 1950, with each tract sharing in unit production on a
surface acreage basis of participation.
3. To designate a unit well and unit operator, as appropriate.
4. Except to the extent inconsistent herewith, the extend to the additional unit the pertinent
provisions of Office of Conservation Order No. 501-G, effective April 7, 2009, as amended
and supplemented by the 501-G Series of Orders, and all applicable Statewide Orders.
5. To provide that with respect to horizontal wells drilled to the Haynesville Zone, Reservoir A,
in or to serve the proposed unit, where the horizontal lateral portion of the well is cased and
cemented back above the top of the Haynesville Zone, Reservoir A, the distance to any unit
boundary and offset well(s) will be calculated based on the distance to the nearest perforation
in the well, and not based on the penetration point or terminus.
6. To consider such other matters as may be pertinent.
The Haynesville Zone, Reservoir A was defined in Order No. 501-G, effective April 7, 2009.
A plat is available for inspection in the Office of Conservation in Baton Rouge and Shreveport, Louisiana.

MEETING MINUTES
Ebarb Water District #1
May 13, 2010
Ebarb Water District #1 held its regular monthly meeting on May 11, 2010, at 5:30 p.m. at their office on Hwy. 191. President, P.M. Woods, called the meeting to order. Members present were P.M. Woods, Carmella McKee, Donald Garcie, Pete Nugent, and Kenneth Wallace. Operator/Manager Jesse Sepulvado was also present.
Donald Garcie made a motion to approve the minutes of the April meeting. Kenneth Wallace seconded this motion. All were in favor.
Donald Garcie made a motion to pay the monthly bills. Pete Nugent seconded this motion. All were in favor.
PRESIDENTS REPORT:
Mr. Woods reported that the well project is progressing well.
Mr. Tillman reported to the Board that he had received a check for $14,000.00 for law suit with Taylor Dozier and the case was closed. He also said the State Farm case had also been settled for $800.00.
OPERATORS REPORT:
Jesse stated that we are selling as much water in April as we sold last summer. He said there is going to have problems providing all the water that our customers need now and in the future.
Jesse said the lease of the land on Meshell Loop had been taken care of.
Jesse informed the Board they had to fix a leak on Norhtcut, that the cable company had cut 4 times free of charge.
Tony Tillman said the had written a letter at ATT concerning the line that had been cut, due to ATT not marking the line in 48 hours.
The Ford Ranger has had the transmission repaired, and is in good shape now.
Jesse said the leak at Siloam Baptist Church is now fixed and should not have any more problems.
Jesse also reported there is a leak on 482 and they will be working on this in near future.
Jesse discussed the USDA Loans with the Board.
OLD BUSINESS
The office staff reported to the Board that the new copier was great.
The new well is coming along very well and the new tank should be here in June.
The new well should be running by the 4th of July, if every thing goes according to the plan.
The Engineer reported that the well should produce 85-90 gallons per minute. The third pump should be running in a couple of weeks.
The work on the Many Tie In should begin on May 25.
Mr. Woods said that we would invite Mr. Ammons to our next meeting to discuss the billing questions.
Jesse said the line on Baywater needs to be replaced, that they had fixed 3 leaks last time.
The Board discussed other billing options.
NEW BUSINESS
Jesse reported to the Board that the new meter reader was a good worker. Pete Nugent made a motion to hire Jimmy Freeman as a full time employee. This motion was seconded by Mr. Wallace. All were in favor.
Jesse informed the Board that Joannie Matthews had passed her Class 1 Tests and she was also up for her 2 year raise. Donald Garcie made a motion for Joannie to get her raise and increase, because of acquiring Class 1’s. Ms. McKee seconded this motion. All were in favor.
Jesse said that Stephanie Hay had also passed her Class 1 Tests and she was up for an increase. Pete Nugent made a motion to give her the increase and this motion was seconded by Ms. McKee. All were in favor.
Eddi Ray also passed on of the Class 1’s Pete Nugent made a motion to give him an increase. This motion was seconded by Ms. McKee. All were in favor.
Jesse informed the Board that Kurt Sepulvado was up for his 1 year raise. Mr. Wallace made a motion for Kurt to receive a raise and this motion was seconded by Donald Garcie.
Pete Nugent made a motion to adjourn the meeting. This motion was seconded by Ms. McKee. All were in favor. PUB. 6/23.

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include:
Microbial Contaminants – such as viruses and bacteria; which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.
Inorganic contaminants – such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming.
Pesticides and Herbicides – which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses.
Organic Chemical Contaminants – including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.
Radioactive Contaminants – which can be naturally occurring or be the result of oil and gas production and mining activities.
A Source Water Assessment Plan (SWAP) is now available from our office. This plan is an assessment of a delineated area around our listed sources through which contaminates, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply’s susceptibility to contamination by the identified potential sources. According to the Source Water Assessment Plan, our water system has a susceptibility rating of ‘high’. If you would like to review the Source Water Assessment Plan, please feel free to contact our office at the number provided in the following paragraph.
If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. Pendleton Water Association is responsible for providing high quality drinking water but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.
In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminates in water provided by Public Water Systems. Food and Drug Administration regulations establish limits for contaminates in bottle water which must provide the same protection for public health. We are pleased to report that our drinking water is safe and meets Federal and State requirements. We want our valued customers to be informed about their water utility. The Louisiana Department of Health and Hospitals - Office of Public Health routinely monitors for constituents in your drinking water according to Federal and State laws. The tables that follow show the results of our monitoring for the period of January 1st - December 31st, 2007. Drinking water, including bottled drinking water, may be reasonably expected to contain at least small amounts of some contaminants. The presence of contaminates does not necessarily indicate that water poses a health risk.
In the table below, you will find many terms and abbreviations you might not be familiar with. To help you better understand these terms we’ve provided the following definitions:
ND – (Non-Detects) - laboratory analysis indicates that the constituent is not present.
ppm – (Parts per million) or mg/L (Milligrams per liter) - one part per million correspond to one minute in two years or a single penny in $10,000.
ppb – (Parts per billion) or ug/L – (Micrograms per liter) - one part per billion corresponds to one minute in 2,000 years, or a single penny in $10,000,000.
ppt – (Parts per trillion) or ng/L – (Nanograms per liter) - one part per trillion corresponds to one minute in 2,000,000 years, or a single penny in $10,000,000,000.
ppq – (Parts per quadrillion) or pg/L – (Picograms per liter) - one part per quadrillion corresponds to one minute in 2,000,000,000 years, or a single penny in $10,000,000,000,000.
pCi/L – (picocuries per liter) - picocuries per liter is a measure of the radioactivity in water.
Mrem/yr – (Millirems per year) - measure of radiation absorbed by the body.
MFL – (Million Fibers per Liter) - million fibers per liter is a measure of the presence of asbestos fibers that are longer than 10 micrometers.
NTU – (Nephelometric Turbidity Unit) - nephelometric turbidity unit is a measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person.
V&E – (Variances & Exemptions) - State or EPA permission not to meet MCL or a treatment technique under certain conditions.
AL – (Action Level) - the concentration of a contaminant that, if exceeded, triggers treatment or other requirements which a water system must follow.
TT – (Treatment Technique) - a treatment technique is a required process intended to reduce the level of a contaminant in drinking water.
MCL – (Maximum Contaminant Level) - the “Maximum Allowed” (MCL) is the highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology.
MCLG – (Maximum Contaminant Level Goal) - the “Goal” (MCLG) is the level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety.
MRDL – (Maximum Residual Disinfectant Level) – the highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.
MRDLG – (Maximum Residual Disinfectant Level Goal) – the level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contamination.

Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromized persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants, can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from Safe Drinking Water Hotline (800-426-4791).

6. Request Governor to Appoint Constable and Call Special Election to fill vacancy created by the death of Lovell R. Knowles in Justice of Peace and Constable District 5
Secretary Treasurer Busby advised that he had notified the Secretary of State’s Office that constable Lovell R. Knowles had died. He had also spoken with Angie Bouy, Administrator. In order for the Police Jury to appoint someone the Jury had to act within 10 days on or before June 14, 2010. Ms. Bouy has provided a June 11 letter stating that an appointment would have to been made on or before June 14, 2010. She had explained by phone that the Jury could get the Governor to appoint someone. The Governor’s deadline is Friday June 18, 2010 for him to appoint someone and call a special election for the October 2, 2010 election and November 2 General Election if there is a runoff. Police Juror Nolan Patrick had advised Secretary Treasure Busby that Floyd L. Terrell, Jr. has law enforcement experience and had expressed an interest if filling the vacancy. Secretary Treasurer Busby advised that he had spoken with Representative Howard and Mr. Howard knows Mr. Terrell and will assist with the request if we send him the resolution.
Note: Police Juror Kenneth Funderburk temporarily left the Jury meeting room at this time due to a phone call.

A RESOLUTION REQUESTING LOUISIANA GOVERNOR TO FILL THE VACANCY AND ORDER AND CALL SPECIAL PRIMARY AND GENERAL ELECTIONS TO BE HELD IN JUSTICE OF PEACE AND CONSTABLE DISTRICT 5, OF THE PARISH OF SABINE, STATE OF LOUISIANA TO FILL THE VACANCY OF THE POSITION OF CONSTABLE
WHEREAS, a vacancy exists in the office of Constable, Justice of Peace and Constable District 5, Parish of Sabine, State of Louisiana, due to the death of Lovell R. Knowles, effective June 4, 2010; and
WHEREAS, the Sabine Parish did not have its regularly scheduled meeting within the ten days allowed from the date of death to fill the vacancy by June 14, 2010, and
WHEREAS, the Governor of Louisiana can make an appointment, set the qualifying dates and dates for the primary and general elections and call a special election to fill the vacancy (acting on or before June 18, 2010); now
THEREFORE BE IT RESOLVED, to request the Hon. Governor Bobby Jindal to appoint Floyd L. Terrell, Jr. (664 Terrell Road, Pleasant Hill, LA 71065-5623, Phone 318-796-2227) to serve as Constable, Justice of the Peace and Constable District 5, of the Parish of Sabine, State of Louisiana until such time as said position is filled by electoral process and a person is sworn and qualified for said office, and
BE IT FURTHER RESOLVED that the Governor is also requested to set the qualifying period commencing on Wednesday, July 7, 2010 and ending at 5:00 p.m. on Friday, July 9, 2010 in order to fix the date of the Special Primary Election for Saturday, October 2, 2010 and the date of the Special General Election for Tuesday, November 2, 2010, at the times and places and in the manner prescribed by law.
This resolution having been offered upon motion by Patrick and seconded by McDonald was submitted to a vote, the vote thereon was as follows:

6(A). Abandon Mancil Lane, Ward 9 (listed as Ward 7), Request by Mike Mancil
Note: Police Juror Kenneth Funderburk returned to the Police Jury meeting Room at this time.
Jurors were presented with a copy of a letter received today from Mike Mancil reading as follows: I would like to request that Mancil Lane, which is currently a Police Jury road, revert back to me as a private drive. Ours is the only house on this road and we own the land on the entire route. I also understand I will be responsible for the future maintenance of this road. Thank you for your attention in this matter and if you need additional information, please let me know. Sincerely, Mike Mancil, P. O. Box 120, Belmont, LA 71406. Mr. Mancil was also in attendance at today’s meeting.
Resolution No. 6672
Motion by Patrick and seconded by McDonald:
WHEREAS, landowner Mike Mancil, who owns the land on both sides of Mancil Lane and who is the only house served by the road, desires that it be formally abandoned by the Sabine Parish Police Jury (with the understanding that he will be responsible for the future maintenance of this road), and
WHEREAS, Mancil Lane (located in Section 7, T8N, R11W, in Road District 20, Ward 9,on list as Road #7064, approximately .098 mile total length, located off LA Hwy 120 incorrectly listed on the road list as being in Road District 04, Ward 7), no longer serves a public purpose,
THEREFORE BE IT RESOLVED, to formally abandon Mancil Lane, with it to no longer be a parish maintained public road since it no longer serves a public purpose (located in Section 7, T8N, R11W, in Road District 20, Ward 9, on list as Road #7064, approximately .098 mile total length, located off LA Hwy 120; incorrectly listed on the road list as being in Road District 04, Ward 7), with landowner Mike Mancil to maintain the drive henceforth, at his own expense and as he sees fit.

7. Department of Health and Hospitals, Office of Mental Health, Region VII-Regional Director Wendy
M. Goad
Wendy Goad the Regio VII Director over the Mental Health for the Department of Health and Hospitals was in attendance. She was accompanied by their Medical Director. Ms. Goad provided a handout and explained that they are changing and redesigning the way they will provide services starting July 1, 2010. They are shifting around their staff in the region. They lost 10 staff personnel in the region due to mid year budget cuts in January 2010. They have negotiated with Margaret Basco and will enter a contract with Project Celebration for therapy services. They will cut their services from 5 days to 2 days until the contract is in place. They will have a Doctor on staff the 2 days and will provide some better access. Project Celebration will manage the Many Mental Health Clinic Monday and Wednesday from 8:00 a.m. to 4:30 p.m. The Mental Health Crisis Services will be available by phone with 24 hour access: Adults 1-866-416-5370, Children/Youth 1-800-820-6143. The Wellness Clinic will be provided by OMH staff and Recovery Center by Project Celebration staff.

9. J C Petroleum Inc. Revise Request for State Mineral Board to Lease Casual Acres and LaPlaza Subdivision Streets
Police Jurors were provided with a copy of a June 4, 2010 letter from George S. Pate of J C Petroleum, Inc. in Monroe, Louisiana. At last months meeting the Jury had adopted Resolution No. 6662 to allow the State Mineral Board to advertise and lease the streets of Casual Acres Subdivision and LaPlaza Subdivision. Mr. Pate’s wants the resolution amended to replace the previous one as additional wording is needed. The $400.00 check was picked up last month along with a copy of that resolution. Mr. Pate needed to make the payment to the Mineral Board.
RESOLUTION NO. 6673
A RESOLUTION REQUESTING THE LOUISIANA STATE MINERAL BOARD TO ADVERTISE FOR AN OIL, GAS AND MINERAL LEASE ON PROPERTY OWNED BY THE SABINE PARISH POLICE JURY; AND FURTHER PROVIDING WITH RESPECT THERETO [this resolution amending Resolution No. 6662, adopted May 19, 2010]:

10. Renew Louisiana Energy Efficiency and Conservation Block Grant (EECBG) Program-5/27/10 Letter from Harry Risor of the Coordinating and Development Corporation Declining to Administer the Project
Jurors were provided with a copy of a letter that Secretary Treasurer Busby received from Harry Risor, of The Coordinating and Development Corporation, declining to administer the Renew Louisiana Energy Efficiency and Conservation Block Grant (EECBG) Program project. His May 27, 2010 letter reads as follows and was read aloud during the meeting by Secretary Treasurer Busby:
Ron:
In reference to the EECBG project that Sabine Parish has been approved for, I feel compelled to write you to discuss and validate my concerns. I have spoken, at length, with Doug from Johnson Controls and he has additional concerns. I will not address his concerns in this letter but rather defer to him to contact you personally at a later time.
Upon close examination of the materials that you have provided, i.e., the completed application forms and the Application Guidelines, I fail to see how this project can be completed within the budgetary constraints of $161,000.00 my reasoning is as follows:
1. The dollar amount of $161,000 was derived from a preliminary estimate hurriedly put together by Johnson Controls. It was put together without the knowledge of all the constraints and requirements required by the funding program.
2. Because of the size of the project, it will require that it be competitively bid. Someone will have to compile a bid package to include plans and specs. Public bid law requires the bid advertisement to be published two times in the newspaper in the locality and the first advertisement will appear at least 15 days before the opening of bids. The advertisement must call the bidder’s attention to the conditions of employment and requirements of the Federal prevailing wage rates, segregated facilities, section 3, section 109 and Equal Opportunity.
3. Sub-grantees, you or someone you hire to perform oversight and QC, will be required to submit monthly progress and expenditure reports in accordance with requirements of the grant agreement. Additional quarterly, annual and completion reports may be requested from you (DNR reserves right structure reporting requirements on a project-specific basis).
4. The Davis-Bacon Act will apply to both contractors and subcontractors. In addition to the Davis-Bacon Act, the project will be required to comply with the Copeland Anti-kickback Act, the Contract Work Hours and Safety Standards Act and any Louisiana laws that may be applicable.
5. I noticed that the box for Categorical Exclusion was checked without mention of the asbestos abatement that would be required. This is something you will have to address with DNR (asbestos abatement is a very expensive and time-consuming process, requiring total isolation of the areas of be abated or evacuation of the structure until the abatement is complete. The cost of isolating the two or three separate areas involved, removal and disposal of the friable material could subject the Parish to an unplanned cost amounting to as-much-as half of the total grant.)
6. Waste Management Plan: you need to familiarize yourself with the information in section 10, page 12 of your Application Guidelines, paying particular attention to the first two paragraphs of section 10.
7. If DOE determines that EPA requires the preparation of the Environmental Assessment (EA) or Environmental Impact Statement (EIS) for your project, the Parish will be responsible for paying the cost of preparing an EA or EIS.
8. The Parish, the contractor, or the administrator will have to keep careful controls on the Buy American Act requirements of this grant. Compliance with this Act is very involved and time-consuming requiring a tremendous amount of record keeping and certifications (see pages B-6 through B-11 of the Application Guidelines).
I could go on, but to do so would be boorish and I am sure you see the patterns that this is taking. It is because of our long relationship with Sabine Parish, The Coordinating and Development Corporation feels required to bring the above items to your attention and voice our very real concerns. Because of our relationship, and the friendships built over the years, we are constantly aware of the fact that we work for you. Because we work for you, it is our duty to alert you of things that could not only help your parish but to those things that could adversely affect it also.
Because of the above, The Coordinating and Development Corporation feels it is necessary to decline your offer to administer this project. The decision is based upon careful examination of the administrative requirements of this grant and the limited amount of compensation for services rendered, compensation, which further reduces the amount of money available for project completion.
If the situation or numbers change, please feel free to contact us and we will reconsider our decision based on the new information available.

Secretary Treasurer Busby explained that Mr. Risor has advised him by phone that there would likely be $25,000 to $30,000 of Administrative work to be done and the grant would only allow $8,050.00 which would reduce the grant. They are not willing to administer the grant.
It was discussed that since the Coordinating and Development Corporation has the concerns that Mr. Harry Risor has pointed out in his letter, and since they have declined to administer the grant, then Resolution No. 6659 adopted on May 19, 2010 needs to be rescinded tabling the Renew Louisiana Energy Efficiency and Conservation Block Grant (EECBG). Police Juror McDonald asked if it needed to be kept open. Jury President Hopkins pointed out that the Jury had Johnson Controls look at the building while working on the application and there is lots more involved than just a simple grant. Secretary Treasurer Busby explained that Johnson Controls had looked at the best way to spend the grant and recommended replacing the boiler and a few other things. The boiler was replaced in the past and we do not actually need a boiler at this time. President Hopkins then briefly discussed the pitfalls and costs not covered by the grant and recommended that it be tabled and the previous resolution be rescinded.

13. Committee Reports
Courthouse Committee Chairman Albert Ezernack, Jr. advised that he has not heard back from Dockens Construction on the Courthouse restroom doors.
Jury President Hopkins advised that he and Road Superintendent Tommy Patton attended the meeting recently at the Sabine River Authority being on the Committee that Senator Long set up about the Haynesville Shale. He advised that Mr. Patton gave them an excellent overview presentation on how the Police Jury Road Department and drilling companies have worked together on our road issues. He advised that the loggers and timber companies were represented.
Johnny Corley of Boise Cascade felt that this made for good communications between all those involved and it was very productive and a good thing.
President Hopkins advised that the drilling has increased the Police Jury’s Sales and Use Tax collections. He also pointed out that it came out that the horizontal wells do not have to pay Severance Taxes for the first two years of production and that 85% of their production takes place in the first 3 years. It drops off fast after that. He felt that the timber interests need to be treated as fair as the oil companies.
14. Operations
Road Superintendent Patton advised that the transmission went out in the pickup truck assigned to Eric Laroux (SP 76, 1996 Ford). They had let him use the old unit SP77 that had been driven by Robert Garner but it has broke down. Mr. Seegers that overhauls transmissions recently broke his arm and can not work on it. Crittenden’s Garage would install an exchange transmission for about $300.00 if we could find one. Jurors felt that Mr. Patton is authorized to handle the matter and no resolution is needed.
Road Superintendent Patton advised that the south end Gradall Operator Louis D. Slaughter, Sr. would like to make a lateral transfer to the Parishwide Mack (Unit D97) Dumptruck driver position that was vacated by Chester Bryant. The truck normally hauls for the Wards 5, 8 and 6 &10 areas.

WHEREAS, a vacancy still exists (see Res. No. 6653) that was created by the resignation of Chester Bryant who was driving the Parishwide Mack Dumptruck (Unit D97), and
WHEREAS, Louis D. Slaughter, Sr. would like to make a lateral transfer from the Gradall Position (South end) to the vacant position driving the Parishwide Mack Dumptruck (Unit D97), and
WHEREAS, if Louis D.Slaughter, Sr. makes the above lateral transfer there would become a vacant Gradall Operator Position (South end),
NOW, THEREFORE BE IT RESOLVED:
• that Louis D. Slaughter Sr. make a lateral transfer from Gradall Operator Position (South end) to the Parishwide Mack (Unit D97) driver position created by the previous resignation of Chester Bryant (with no change in Mr. Slaughter Sr.’s hourly pay rate which is based upon years service; but subject to any approved step plan pay increases), and
• to authorize Road Superintendent Tommy Patton to hire a Gradall Operator (South end) in the Road Department to fill the vacancy created by the lateral transfer of Mr. Slaughter, Sr. from that position; said new Gradall Operator to be hired at the beginning rate of $9.29 per hour (but subject to any approved step plan pay increases); said employee subject to passing the required physical before being hired and said employee being subject to the normal six months probationary period.

Road Superintendent Tommy Patton advised that a company from Sulphur contacted him and is willing to donate 200 tons of rock for the Jury to try it. The Jury would have to pay for the hauling. They indicate it will set up similar to asphalt and make a good road. Jurors discussed and felt it would be feasible to let Mr. Patton arrange to try some of the material. If the company would let the Jury try 3 loads, Jurors felt it would be feasible to send the three Parishwide Mack dump trucks and get the 3 loads and try the material.

Motion by Ruffin and seconded by Patrick to approve the Road Superintendent hiring two part time/temporary workers, one to be assigned to Road Districts 04 & 20 (shared by Wards 7 & 9) and the other to be assigned to Road Districts 17, 1 &11 (shared by Wards 4, 6, & 10), to work through October 30, 2010 to mow and bushhog along the roads, at $9.29 per hour; said employees subject to passing the required physical before being hired.

Police Juror Dennis Downs advised that one of the park benches in front of the Courthouse needs repairs. Secretary Treasurer Busby will have Richard Wright to handle the matters.
